I believe that they are of a car park in Dresden. It is the new Volkswagen factory for the Phaeton, and is used to store new cars, and I think VW might have built them at other plants aswell, though I don't think they have one in Munich. Volkswagen has a similar (most probably exactly the same) system at their factory. When new Volkswagen owners come to the factory to pick up their brand new car, it is fetched from this fancy carousel. It is a marketing gimmick, not a real garage.

Isn’t it a bit suspicious that there are only VW cars? The ”new parking garage in Munich” is in really a Car Tower in WV Customer Center as you can read here:
