Here's a common tool for scratchbuilders of every level.  It's the Vernier Caliper and it will bring a level of accuracy you never thought possible.  My particular example was bought at Sears in their Tool Department about 10 years ago.....I can't recall the price.....these are slightly pricey, but they last a lifetime and are very helpful.  I use the metric graduations on mine for the simple reason I'm more comfortable in mm, but it also has inches on it as well for folks more comfortable in the Imperial system.  Mine easily and accurately reads down to 1/10 mm or 4/1000 inch. you can measure outside diameter....inside diameter or depth....which just about covers everything.  For folks with bigger wallets....you can buy these with gauges on them that tell you the measurement, so you don't have to read the graduated scale...these are the most accurate and most pricey.  For folks with thinner wallets....you can buy plastic examples of these....but they are the least accurate of the 3 types.

Inside diameter is measured with the part of the tool at the top part in this picture.......outside diameter is measured with the part of the tool on the bottom of this picture.
